How Tier9 Uses Third-Party Data
Aggregation & Analysis
We aggregate publicly available data to generate insights and forecasts. Our analysis is transformative—we create new probabilistic assessments, not reproductions of source data.
Attribution & Citation
Every data point displayed on Tier9 includes source attribution. We follow each provider's citation requirements and link to original sources.
License Compliance
We maintain commercial licenses for data sources that require them and restrict our use of data according to each provider's terms.
Public Domain & Open License Sources
These sources are available for commercial use under open licenses or as public domain works.

1. Transformative Use
Tier9 creates original probabilistic forecasts and analysis. Our use of source data is transformative—we extract statistical relationships and generate new insights rather than reproducing or redistributing the original works. This transformative purpose is recognized as a factor favoring fair use under U.S. copyright law.
2. Public Interest Purpose
Our mission is to help society prosper through better forecasting. We use data for educational, research, and public interest purposes—analyzing trends to inform decision-making on global challenges like public health, climate, and economic stability.
3. No Market Substitution
Tier9 does not compete with or substitute for the original data sources. Users seeking primary data are directed to the original providers. Our forecasts and analysis complement, rather than replace, access to source data.
4. Proper Attribution
We provide complete attribution for all data sources, including links to original sources and compliance with each provider's citation requirements. This enhances rather than diminishes the visibility of source organizations.
5. Commercial Licenses
For data sources that explicitly require commercial licenses (such as ACLED for commercial entities or IMF for substantial redistribution), Tier9AI, Inc. maintains appropriate licensing agreements or limits our use to fair use quantities and purposes.
